Choosing the best free packaging design software comes down to one question almost nobody asks up front: what exactly do you walk away with when you pay nothing?
Because “free” means very different things here, and the difference only shows up at the worst possible moment — when you finally need the file.
Some tools are free to design and then charge to export anything usable. Some are free forever but produce a flat picture with no structure underneath, which no printer can run. Some give you real vector tools and no packaging knowledge whatsoever, so you are on your own to build a dieline you have never seen before.
I run a packaging factory, so I see the end of this story constantly: someone arrives with a file they made for free and finds out it cannot be printed. So rather than rank these on features, here is the honest question I would ask of every free tool — what exactly do you walk away with when you pay nothing?
What each free tier actually gives you

Canva — genuinely great, genuinely not structural
Canva's free tier is excellent and enormously capable for graphics. What it does not give you is packaging structure. There is no real dieline underneath, so a design that looks perfect on screen has no defined cut lines, fold lines, bleed or safe zones.
For social graphics, decks and label artwork you will place yourself, it is a great free choice. For a foldable package, you will need something structural downstream.
Inkscape — free, powerful, and entirely on you
Inkscape is genuinely free and open source, and it is a serious vector editor. If you already know how to build a dieline — and I mean really know, including fold direction, glue flap placement and caliper allowance — you can produce professional packaging files without spending a cent.
If you do not, Inkscape will not teach you. It gives you the tools, not the packaging knowledge. That is a fair trade for the price, but be honest with yourself about which side of that line you are on.
Pacdora — strong free preview, export is the paywall
Pacdora's free tier lets you explore a large template library and see genuinely good 3D previews, which is real value for zero money when you are still deciding what shape you want.
The paywall generally sits at export. That is a perfectly reasonable business model — just know that the free portion is the looking, not the leaving with a file.
Midjourney and DALL·E — free-ish art, zero structure
Depending on the plan and platform, you can generate packaging artwork for little or nothing, and the visual quality is genuinely outstanding. Use them. They are the fastest way to find a direction you love.
Just do not mistake the output for a package. It is a flat image with invented text and a barcode that will not scan. It is a starting point, and treating it as a finished file is the single most common reason a design cannot be manufactured.
The question that actually separates them
Every tool above is free at something. The real question is whether the free thing is the thing you need.
A design is manufacturable when there is a correct structure underneath it — a dieline with real cut and fold lines at your exact dimensions, with bleed and safe zones already right, and with your barcode and legal copy placed as genuine artwork rather than AI-generated approximations of them.
Free artwork is easy to find. Free structure is rare, and it is the part that decides whether you end up with a package or a picture.
